AUNG, U Shwe Zan, Shwe Zan Aung, ဦးရွှေဇံအောင် B.A., K.S.M., A.T.M.

Born on January 1871 in Akyab, Arrakan, is the son of the late U Shwe Tha, I.S.O., K.S.M., A.T.M., District Superintendent of Police. Educated at the Government High School, Akyab, in 1881, and won the Middle School Scholarship in 1885. He then continued his studies in Rangoon, and matriculated in 1887. He graduated in the then Rangoon College in 1891. He rendered a signal service to his country and co-religionists by his collabortaion with Mrs. Rhys Davids. He is the first Burman to have won European reputation by translating a sealed book on Buddhism. His translation helped to open the eyes of the West. His classical book “The Compendium of Philosophy” is still holding its own in the field of Buddhist Literature in English. He contributed many useful articles to the Burma Research Society’s Journal. He entered Government Service in the Educational Department in 1892. After serving some years in the Land Records Department he was transferred to the Burma Subordinate Civil Service in 1902, and promoted to the Provincial Civil Service in 1907. While serving as Akunwun in the Rangoon Collector’s Office, he was put on special duty of settling squatter’s rents in Rangoon in 1909, a task full of difficulties in those days. His recommendations were accepted, and his Blue Book is still read by many. He was conferred the title of A.T.M. in 1914 for his valuable services in the Rangoon Town Lands Office. He was next selected in 1912 for a very important duty of acquiring lands for the Twente Canal, and in 1913 for Special Tenuer Enquiry in the rising town of Syriam. As Sub-divisional Officer, Kyauktan, in 1918, he raised a large sum of money for the second War Loan. He officiated twice as Deputy Commissioner, Hanthawaddy, before he was appointed Officiating Secretary to the Financial Commissioner, Burma, in 1920, after which he was transferred as Deputy Commissioner, Thaton where he is still remembered as a popular officer. He had no easy times, but his administration was successful. The title of K.S.M. was conferred upon him in 1923. He was once more selected to serve on the Municipal Taxation Enquiry Committee in India. The President very favourably mentioned his services as a member of that important Committee. He had the distinction of being the first. Burman Excise Commissioner, and he is one of those few who rose to the top of his service by sheer merit. In 1926 he retired from Government service on the grounds of Health, after a long and loyal service of over 30 years. He has many relations in Government service. Dr. Tha Noo, K.S.M., A.T.M., is a first cousin. U Saw Hla Phroo, Additional District Magistrate, Tavoy, and Dr. Tha Doe, M.B., Ch.B. (Edin.), Assistant Medical Superintendent, General Hospital, Rangoon, are his nephews. He married a daughter of the late U Tun Aung, Extra Assistant Commissioner.
